Project of 2010 consists of three subprojects. The first subproject is assisting local government in executing their duty of municipal waste landfills, by investigating background data and management condition of landfills. The second subproject is enhancing performance of pubic municipal waste landfill management by inspecting their operating or maintaining work, in this subproject, we sampling and analyzing groundwater quality from 30 monitoring wells among 15 landfill sites, items includes NH3-N, TOC, and heavy metal (Cd, Pb, Cu, Cr). Third subproject is planning and drawing up the best program for waste treatment for offshore islands (Penghu County, Kinmen County and Lienchiang County), by investigating quality and quantity of waste, resource recovery status and environmental protecting facilities, and also reviewing the related policies and program for waste clearance and treatment, evaluating improvement method. Under the first subproject, we completed background information investigation of 102 landfills. The result shows that residual capacities of landfills which can be used less than three years, are located in Taichung city, Yunlin county, Yilan county and Taitung county. Obviously visible problems of pollution prevented facilities are damaged waterproof liner, gas collecting pipe and groundwater monitor well, as the supervisor of the landfill, the environment protection bureau should take responsible to improve these problems and help to set up records to control and enhance landfill management. Under the second subproject, the analyzing result of 30 groundwater samples showed that only Taipei County, Taizhong County, Zhanghua County Fangyuan , Kaohsiung County Gangshan, Taipei Shanzhuku and the Pingtung County Fangliau met the pollution monitoring criterion, mostly were the NH3-N item (76.6%), and TOC(13.3%). Under the third subproject, the present waste treatment is transport first then treatment, but further stage plan should develop new technology to reduce the quantity of incineration, also for those high technology like gasification, hot decomposition carbonization processing, the cost is to high too develop and does not conform to the economic efficiency, still need to be evaluated.
